Description:
Reporting to the Manager - Operations, as a Senior Analyst, Business Planning, you will provide support in planning, reporting, performance measurement, and evaluation of activities in alignment with branch frameworks and priorities, contribute to the design, and evaluation of the Balanced Scorecard, its Readiness Reports, and the Quality Management System. The incumbent also coordinates and collates planning and reporting information for senior management that demonstrate the branch’s progress in addressing its priorities and key initiative, as well as support in the performance measurement and evaluation of a COTS computer assisted mass appraisal system solution for industrial properties.
Responsibilities:
The main responsibilities of this position are (but not limited to):
- Support the Senior Management for planning and ongoing development and implementation of the Balanced Scorecard performance measurement and management system and support the Quality Management System (QMS) design, and development.
- Build collaborative environments that bring people together to understand the key outcomes the branch aims to achieve, and how programs operate to determine information critical for measuring performance.
- Develop, use, and report on performance indicators and critical success factors that ensure the relevance and accuracy of the spatial and non-spatial regulated industrial assessment information housed in Municipal Affair’s industrial assessment incumbent and new applications: ALPAS, CAMAlot, CIPAS.
- Support the policy development team by representing industrial assessment services planning.
- Investigate complex issues through requirement gathering, analysis and resolution implementation, and support process development and workflows.
- Reporting high quality assurance information to internal management and the communications team.
Qualifications
The incumbent must have these Minimum Requirements:
- Degree related to one of: Data Sciences, Public Policy and Administration, Business Administration. Equivalencies will be considered (academic and experiential)
- Minimum of 4 years related experience in successful planning, performance measurement, and performance evaluation, design and implementation of performance measurement systems.
Skills
- Knowledge of quantitative and qualitative data collection and storage, analysis techniques, statistics and methods, data visualization and information reporting.
- Demonstrated knowledge and experience with tools to support performance measurement and evaluation (e.g. SAS and SAS VA, Visio, and/ or MS Project).
- Knowledge of database management systems (e.g.Oracle) and their extraction, dictionaries, and relationships.
- Proven ability demonstrating significant communications skills (both written and verbal) within a team environment, including regular and concise status reporting on multiple and concurrent projects.
- Identifying and tracking constraints, conflicts, and developing contingencies to project schedules.
