Provides strategic technical leadership and expert advice to ensure the successful delivery of an assigned portfolio of transit infrastructure and engineering capital projects. Emphasis is on highly complex problem-solving and development of innovative, ground-breaking solutions that minimize interruption of services and mitigate operational risks.

Key Accountabilities

Participates in the enterprise infrastructure and engineering strategic planning, providing input as a key member of divisional management team. Develops strategies, plans and tactics to support highly complex technical elements of transportation service systems.

Manages and monitors the most complex technical elements of enterprise multiple engineering capital projects, involving expert level diagnostics to assess considerable challenges and issues; and breaks new ground in the development and implementation of innovative solutions in compliance with enterprise engineering project management practices and quality expectations.

Applies an expert level of judgement to balance risk, cost/benefit, and other technical, operational and business considerations, such as minimizing interruption of services in the development of innovative solutions. Develops and implements strategies to address and control risks for projects with significant capital cost and high impact and sensitivity. Advises senior leaders to the most critical risk as they emerge, making recommendations for corrective action.

Provides senior leadership in establishing and maintaining a broad framework of technical standards and practices for highly complex elements of transportation service systems. Ensures the compliance with legislations and regulations affecting the delivery of engineering projects.

Develops reports and presentations on status of highly complex technical elements of transportation service systems, to ensure senior leaders and other stakeholders understand risks, options and potential solutions.

Manages internal relationships within TransLink and the operating companies to facilitate the implementation of capital projects and to facilitate the resolution of broadly impacting and sensitive issues and concerns, such as infrastructure decisions with significant and long term impacts on operational procedures.

Manages a team of system engineers, continuously developing technical capability by training, coaching, adopting best practices. Performs all other people management practices including selection, hiring, performance management, etc. Manages staff and consultant resources for the transit infrastructure capital programs.

Qualifications

EDUCATION AND EXPERIENCE:

The requirements for this position would typically be acquired through a degree in engineering, including a P.Eng. designation, and nine (9) years of progressively responsible experience in an engineering environment.
