This position ensures the direction of the human, financial and material resources of the portfolio support the mandate and the mission, vision and values of PHSA, and is accountable for the overall leadership and management of digital health initiatives, health authority strategic and operational partnerships and makes certain that the strategic objectives and operational plans of the portfolio are carried out to provide coordinated and integrated delivery of services, and achieve performance objectives.

What you’ll do
Works as a member of the Provincial Digital Health & Information Services (PDHIS) Senior Leadership Team to further the mission, vision and values of the organization to achieve a shared understanding of PHSA’s mandate and service plan and to translate into planning and actionable objectives for the portfolio; to diagnose and ideate on specific organizational issues, systems and dynamics including integration and coordination of programs/services; and to deliberate on major dynamics or decisions that face the organization in order to surface perspectives, weigh options, instill PHSA values, and enable one system of care. In collaboration with the Chief Digital Health Innovation Officer, and the Senior Leadership Team (SLT) as appropriate, develops and implements organizational strategic objectives.
Leads the team of Executive Directors (ED) and Directors to appropriately structure the operations accountable for the strategy & vision for PDHIS and the overarching digital capability enablement for the sector, incubation and innovation functional area for PDHIS, and standing up and operationalizing the Digital Portfolio Office. The role drives innovation through research / market scans, partnerships and prototyping to accelerate new digital project, and serve as the incubation area for new PDHIS projects.
Effects strategic decisions involving major segments of the organization and health authorities (VCH/PHC, FHA, VIHA, IHA, NHA, and First Nations HA), including operational direction, strategic plans and outcomes for digital health capability enablement across the sector. Leads and integrates the activities across each of these operational areas and health authorities in the face of conflicting requirements by boards where various operations and expectations must be balanced and managed.
Develops, measures and tracks performance of PDHIS teams against service delivery, product performance expectations and customer satisfaction.
Works closely with the Ministry of Health to manage digital health investments and actively manages performance gaps, proactively and constructively improve the ability to deliver digital health initiatives across the province, challenge the status quo and engage all levels of the organization.
Establishes best in class change management practices and oversees the implementation of related provincial practices and policies to build stakeholder/customer buy-in and active support from Health Authorities.
Establishes and leads the Digital Portfolio Office for all digital health related projects and products for the province. The Digital Portfolio Office will provide an executive level view of the PDHIS portfolio.
Oversees and directs the work of team members, including engineers, technology, engagement, communication and relationship professionals.
Creates and leads a complex change program to drive improvements in the proposition, operational effectiveness and utilization of market-leading technology.
Collaborates with key stakeholders, including senior executives across the health authorities to align goals and push new ideas for efficiency and cost reduction.
Builds and maintains digital health strategy with input from senior executives across the health authorities and the Ministry of Health ensuring best practice in terms of innovation, integration, patient access and quality of care.
Provides leadership, direction and guidance to EDs, Directors, managers and their teams, developing skills and capabilities, and ensuring that succession and development plans are created and followed.
Oversees all aspects of human resource management within their team. Provides leadership and supervision including assessment of performance, financial management, and operations. Supports staff recruitment and maintains an organizational structure for the team that provides the highest level of quality service within budget parameters. Ensures maximum individual and team performance through acquiring, organizing, developing, coaching and motivating teams and promoting continual learning and excellence. Provides leadership to all staff by encouraging an atmosphere that stimulates, guides, and encourages the staff to realize their maximum potential.
Responsible for development of team annual budgets and monitoring overall team expenditures in a prudent manner. Manages and is responsible for the effective and efficient utilization of the team budget to enable operational and strategic plans to be achieved at both the team and portfolio level. Oversees analysis of activities, costs, operations and forecast data to determine the teams progress toward stated financial goals and objectives.
