Position Summary
The position provides specialized and advanced expert engineering and leadership of teams to support the management of traffic and/or transportation infrastructure. This position is a senior corporate expert within a specific area of traffic and infrastructure management. The position reports to a manager of Infrastructure Engineering Services. Duties & Responsibilities
- Provides specialized and advanced engineering and advice pertaining to the management of traffic and transportation infrastructure. Management functions may include studies, planning, design, materials, construction, data/asset management, monitoring, modelling, rehabilitation, maintenance and investment strategies.
- Develops, monitors and manages multiple major project/program budgets and expenditures.
- Initiates, develops and manages significant and complex engineering/operational studies, plans, projects and programs.
- Conduct planning for the medium and long term improvements and growth of the City’s infrastructure systems.
- Interprets and analyzes complex data, information, processes, programs and problems and develops options, solutions, improvements and recommendations.
- Develops and recommends corporate engineering/traffic standards, operational and capital programs, policies and practices.
- Prepares and presents complex reports, contract documents, terms of reference, request for proposals, correspondence, and briefs.
- Interprets, recommends changes to, and administers pertinent City Bylaws.
- Initiates, develops and conducts public consultation and information programs.
- Receives and responds to concerns and inquiries from staff, the public, other departments, elected officials and the media.
- Consults, negotiates or collaborates with outside agencies and stakeholders.
- Directs and supervises the work of consultants and contractors.
- Mentors, trains, advises, directs and supervises staff and work teams in a work environment that embraces innovation, change, corporate values/initiatives, relationships, partnerships and a respectful work environment.
- Leads and/or participates in labour relations activities such as staffing, terminations, discipline, staff development and performance appraisals of subordinate staff.
- Approves requisitions, expenditures and other transactions within the limits of established authority.
- Leads and/or participates on various departmental and organizational project teams or committees such as Occupational Health and Safety, staff development, strategic and business planning, business process improvement etc.
- Performs other related duties as required. Knowledge, Skills & Abilities
- Advanced and diverse/specialized knowledge of transportation engineering principles, processes, theories, statistics and technologies.
- Advanced and diverse/specialized knowledge of transportation infrastructure, system level planning, management, standards, safety, policies, materials, practices, operations and equipment.
- Advanced knowledge of project management principles and processes.
- Knowledge of contemporary supervision and leadership principles and practices.
- Skilled in managing multiple major engineering/operational data, plans, projects, programs and budgets.
- Advanced skill in expressing ideas effectively both orally and in writing.
- Advanced skill with standard office productivity software such as MS Office products
- Advanced skill with specialized analysis software. (i.e. AutoCAD Civil 3D, EMME\III, SYNCHRO)
- Advanced skill to think conceptually, analyze complex data and issues, interpret specifications/ plans/regulations, and develop innovative solutions.
- Skilled in establishing and maintaining effective working relations and a respectful work environment with superiors, peers, subordinates and the general public.
- Skilled in listening, leading and influencing people, averting and resolving conflict, and cultivating consensus.
- Skilled in strategic planning, coordinating and directing staff, work teams, consultants and contractors.
- Ability to develop innovative engineering and operational solutions.
- Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to the position. Education & Experience
- University Engineering Degree such as Civil, Systems, Electrical, Mechanical, Industrial or Environmental with a minimum of five years professional engineering experience in a related transportation field. Working/Other Conditions
- Registered or eligible for registration as a member of the Association of Professional Engineers and Geoscientists of Saskatchewan.
- Must possess a valid Class 5 Driver’s License and have a vehicle available for work usage.
