Experience and Skill Set Requirements
The successful candidate(s) must be able to demonstrate the following skills, knowledge and
experience at the specified level as gained through work on a project(s) similar in size, scope
and depth to this one:
1. 10+ years experience in integrated project management across business and I&IT teams.
2. Provide guidance in implementation/deployment activities associated with large electronic end-to-end solution projects.
3. Experience with the management of risks, changes, issues, time, scope and resources.
4. Experience with I&IT technology site deployment/rollout.
5. Experience leading, facilitating and initiating large-scale technology infrastructure procurements.
6. Accountable for defining, planning, orchestrating, and delivering the initiative including business, operational, and information technology deliverables as needed.
7. Ability to manage concurrent project workstreams and deliverables and provide a one window project plan.
8. Define and track project milestones while developing, maintaining, and reporting on an overall integrated delivery plan.
9. Ability to prioritize (and reprioritize) tasks across many concurrent projects.
10. Experience managing project life cycles including assigning resources and maintaining the project backlogs and in-progress/completed tasks with collaboration tools like: Jira, Trello,
Microsoft Project, KanBan, Workamajig, etc.
11. Experience with Microsoft Office tools including Visio, Project, PowerPoint, Word, Teams and other tools that support project management, collaboration and development of processes
and plans.
12. Validate financial forecasts, cost assumptions, and provide on-going reconciliation of resources and other related project expenditures.
13. Ability to keep project on track while managing ad-hoc requests, conflicting priorities and stakeholder pressure/lobbying.
14. Obtain required sign-offs for all related deliverables.
15. Formulate and determine business and technical requirements, business problems, business objectives, product visions, goals and outcomes.
16. Create and manage business, privacy, financial, communication and IT documentation including business cases, Privacy Impact Assessments, Threat Impact Assessments, Requests for Service and Requests for Information.
17. Understand the underlying technologies and processes for the delivery of an end-to-end electronic solution.
18. Understand OPS ITIL process including incident management, release management, problem management, support models, etc.
19. Understand technology marketplaces and the solutions that exist to modernize and innovate government services.
20. Understand ServiceOntario/Ministry of Government and Consumer Services business processes, gating procedures, project management requirements and business rules.
21. Knowledge of Ontario Government network and desktop infrastructure procurement, implementation and support models.
22. Experience utilizing, managing and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
23. Prepare presentations and communications (e.g. briefing notes) for Steering Committees, working teams, briefings, etc.
24. Ability to communicate at all levels with clarity and precision both written and verbally.
25. Demonstrated ability to develop successful relationships with partners and third-party vendors.
26. Working with team, partners or stakeholders on gap analysis and other forms of business analysis so scoping documentation can be successfully produced.
27. Ability to direct, collaborate and inform policy, IT, legal, communication and privacy teams.
28. Discuss technical details in depth with software engineers, be able to ask insightful questions and understand the answers.
29. Present to higher-level executives including directors, ADMs, MO etc. and set-up/maintain project governance structures.
30. Ability to be clear about project feasibility, current-state reality and risks with higher-level executives despite pressure and pushback.
31. Participate in steering committees and stakeholder forums. Provide project reporting to senior executive levels on status and progress.
32. Coordinate project meetings including issuing of agendas, documenting minutes and following up on action items with the team.
33. Sound business and technical acumen.
34. Provide after-hours and weekend technical support.
35. Ability to manage conflict, apply problem-solving and negotiate.
36. Ability to inspire and motivate product team and provide leadership/direction.
37. Ability to execute and make decisions with limited information and ambiguity.
