Organize and direct assigned track infrastructure technical support services and condition assessment programs and projects from conceptual design, detailed design and construction, including track material standard development services.
Support the development of scope, the procurement of professional services and contracts in support of track capital, maintenance, and condition assessment work, including support in-market activities, responding to RFI’s and reviewing contract submittals.
Estimate track project, construction and contingency costs, and forecast project implementation timeframes.
Envision project scope of track work; initiate, prepare and present terms of reference and subsequent addenda to agreements governing the consultant or contractor engagement for execution.
Recommend tender bids for contract award requisitions for purchase orders, contract change orders and approvals in adherence to Metrolinx policies.
Monitor track technical support services work performance, progress and expenditures against projects schedules, plans, agreement terms, specifications, and budgetary constraints.
Negotiate fees, project cost sharing agreements, approvals and contractual claims with consultants and contractors, and private organizations.
Develop annual and multi-year budgets and schedules for management approval.
Review project plans, scope and recommended designs for track infrastructure to ensure compliance with Metrolinx and industry railway track standards, Metrolinx track standard plans and identify deviations from requisite standards.
Develop business cases for new track and right-of-way infrastructure initiatives, technologies, and technical support services.
Manage senior management requests for the development of new track initiatives for improving rail customer service and enhancing rail operations on time performance.
Participate in field audits and track inspections to place track infrastructure in service, develop deficiency lists and liaise with the Maintenance Delivery team and other internal and external stakeholders to ensure compliance with Project Handover protocols.
