Description:
With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:
- Through shared accountability, the Program Manager will plan, organize, lead and execute the work of a team of Project Managers and Coordinators ensuring alignment with the overall direction of the branch
- Lead a team of Project Managers to deliver a series of projects on time, on budget and within scope
- Act as Senior Project Manager on specific project
- Monitor and manage overall risk to the program/projects as well as to the City and its reputation
- Ensure the use of project management systems and best practices to deliver projects efficiently and effectively
- Oversee the development of a robust and proactive comprehensive communication and stakeholder engagement plan for the program
- Plan, budget, align and assign resources to the projects in a way that maximizes the skills and internal resources available to support a series of projects
- Develop and implement unit processes and track performance measures to ensure successful delivery of projects
- Adhere to the project management methodology, policies, processes and core requirements guiding the expectations for Project Managers
- Manage, track and report program progress to ensure the program is on budget, on schedule, and within the defined scope and quality
- Foster a culture of collaboration and networking amongst project teams, across the corporation and beyond
- Act as an agent of change and fosters an open environment of continuous input and feedback from staff
- Mentor and coach staff in a manner that fosters a culture of growth, development and continuous improvement
Qualifications:
- Bachelor's Degree or Diploma in a related field such as Engineering, Construction, Architecture, or Project Management
- Coursework/training in project management; financial management; or other leadership training would be an asset
- A minimum of eight (8) years progressively responsible team and program/project management experience for infrastructure design and construction of facilities/buildings with a Degree or;
- A minimum of ten (10) years progressively responsible team and program/project management experience for infrastructure design and construction of facilities/buildings with a Diploma
- Comprehensive understanding of design and construction processes related to architectural, civil, structural, mechanical, electrical, and landscaping disciplines
- Strong program/project management skills including an understanding of project management methods and techniques (PMBOK best practices)
- Demonstrated experience leading Project Managers and multi-disciplinary teams in the delivery of projects
- Strong contract management skills including selection process, construction administration, claims management and performance evaluation
- Proven planning, organizational and problem solving skills
- Experience developing and implementing communications and public engagement plans
- Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
- Strong verbal and written communication skills, including facilitation, report writing and presenting
- Demonstrated ability and willingness to develop strong, strategic, relationships and deliver work in a collaborative, integrated manner
- Experience managing and working with external consultants
- Ability and willingness to delegate and empower others
- Working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)
- Hire is dependent on an Enhanced Police Information Check satisfactory to the City of Edmonton
- Valid Alberta Class 5 driver's licence (or provincial equivalent); must obtain business auto insurance for personal vehicle use on City business
