Municipal Enforcement Responsibilities

  • Work with the Director of Planning and Development Services to establish processes and to build a culture of compliance with the Land Use Bylaw and other municipal bylaws.
  • Lead for the implementation and effective management of a new Planning and Development Services-related bylaw enforcement system at the municipality.
  • Responds to applicable bylaw compliance public enquiries.
  • Receive, review, and process Planning and Development bylaw compliance complaints.
  • Conducts internal and external referrals on applicable bylaw compliance files.
  • Follows the enforcement process, determines when and to what degree enforcement regulations should be applied to files where development or landscaping has not been completed in accordance with approved plans, permits, or the Land Use Bylaw.
  • Issues Enforcement Notices, Enforcement Orders, and Stop Work Orders as required.
  • Provides internal and external stakeholders with accurate and timely responses to enquiries related to Land Use Bylaw contraventions.
  • Processes and responds to a high volume of complaints related to compliance with the Land Use Bylaw and other municipal bylaws.
  • Provides technical advice and instructions regarding policy and procedures.
  • As required, prepares for and attends Subdivision and Development Appeal Board hearings or other applicable hearings to provide an accurate account of evidence from any investigations and to explain any inspections, approvals, or enforcement decisions in accordance with applicable municipal bylaws and other legislation.
  • Provide support, coaching, and mentoring to other Planning and Development Services staff such as the Planning and Development Administrative Assistant(s) and Planning and Development Officers for continued monitoring and improvement of frontline departmental functions, specifically in response to bylaw compliance-related public enquiries.
  • Work with the Manager of Planning and Development Services and the Director of Planning and Development Services in the development of work plans, goals, and optimizing process evaluations to improve service delivery to the public.
  • Actively participate in working towards effective and efficient service delivery within the functional areas of bylaw compliance to the public.
  • As required, liaise with other Planning and Development staff and the municipality’s Fire Safety Codes Officers to assist with compliance enforcement of the Land Use Bylaw, approved Development Permits, Subdivision Approvals, and Fire Pit Permits.
  • Provide educational awareness of Land Use Bylaw compliance through structured public engagement activities or ad-hoc awareness during planning and development applications, or through proactive compliance at issuance of the Development Completion Certificates.
  • As required, conduct site visits for proactive Land Use Bylaw compliance accompanied by a Community Peace Officer and support investigations on current and historical compliance related issues and demonstrate effective problem-solving techniques to identify viable solutions. This includes auditing previously approved Development Permits to ensure continuous compliance with all conditions of approval.
  • Completes site inspection reports for all site visits conducted in response to complaints or for proactive bylaw compliance, and for the Development Completion Certificate process.
  • Prepares bylaw compliance monthly and annual reports for the Director of Planning and Development Services.

Planning and Development Responsibilities

  • Leads and coordinates the internal Development Completion Certificate (DCC) process for developments without Development Agreements registered on the Certificate of Title(s).
  • Receives DCC applications from applicable Applicants/Developers.
  • Coordinate and participates in site inspections with the municipality’s third-party Engineer or other staff (as required) for all DCC applications, receives and shares any deficiency documentation for review and approval by the municipality’s third-party Engineer, other staff (as required), and the Director of Planning and Development Services.
  • Issues DCCs once signed and sealed by the municipality’s third-party Engineer, other staff (as required), and the Director of Planning and Development Services once all conditions of approval have been met to the satisfaction of the Development Authority.
  • Leads the implementation of the annual Business Licence Program and manages annual business licensing in collaboration with the Corporate and Community Services staff.
  • Manage all DCC and Business Licence Program documentation and licensing within the municipality’s E-Permitting system.
  • When requested, assist with and actively engage in MD public engagement activities, including but not limited to, attending and facilitating activities at public open house events, managing public engagement surveys, and working collaboratively with third-party consultants.

Administrative Responsibilities

  • When required, ensures that updates are made to Statutory documents as necessary, following adoption of amending bylaws or policies by Council.
  • Assist with research and analysis of regulations, procedures and statistics, and prepares recommendations or reports as directed by the Director of Planning and Development Services.
  • Performs the responsibilities and accountabilities as assigned in the Municipal Health and Safety Program.
  • Performs the duties assigned in the Municipal Emergency Plan.
  • Performs any other duties as assigned by the Manager of Planning and Development Services or the Director of Planning and Development Services.

Qualifications:

  • Completion of Grade 12 High School Diploma.
  • Post-secondary education or training courses in bylaw enforcement / inspections, land use planning, or development control are considered an asset.
  • Minimum 2 years’ experience in the municipal land use planning / development / bylaw enforcement field.
  • Strong public relations and communication skills, business acumen, and orientation towards performance and service.
  • Knowledge and understanding of related legislation and regulations, and industry best practices, including the Municipal Government Act.
  • Excellent time management and organization skills, along with adaptability in responding to unexpected or changing priorities.
  • Effective written and oral communication skills with experience presenting to small and large groups in both casual and formal settings.
  • Demonstrate excellent conflict resolution and stakeholder management skills.
  • Thorough or developing understanding knowledge of the relevant Safety Code regulations pertaining to Building, Plumbing, Electrical, Gas, and Private Sewage Codes.
  • Ability to read, understand, and interpret municipal bylaws, including the Land Use Bylaw.
  • Ability to read and understand technical drawings related to planning and development, land use, and subdivision applications and projects.
  • Ability to handle confidential and sensitive information according to the Freedom of Information and Protection of Privacy Act and corporate guidelines.
  • Competency in computer use, including Microsoft 365, Adobe Creative Suite, and Geographic Information Systems (GIS).
  • Possessing a valid Class 5 Alberta Driver’s License.
