Description:

  • Develop the first formal release of the Metrolinx Rail Rule Book. This involves using all existing CROR Rule Books as a base, and adjusting it to suit Metrolinx’s needs. Support will be required to obtain approvals from Transport Canada
  • Define, agree and communicate an Operating Notices format and process: this will include defining how the notices will be received, analyzed and disseminated. This will include a process for auditing RTC to ensure all has been signed for and all documentation is up to date.
  • Manage day to day compliance as well as ensure that all operating stakeholders are up to date on any changes through issuance of Operating Notices (changes in track profiles, changes in rules, new speed restrictions, etc.)
  • Review / approve division notices related to the Canadian Railway Operating Rules (CROR) from other stakeholders (Railways Association of Canada Notices, Olstom Notices, Rail Traffic Control notices) for safe railway operation
  • Set standards for the General Bulletin Orders (GBOs) and provide guidance/clarity to relevant stakeholders. Review GBOs related to construction to ensure that rail operations are sufficiently notified of any physical or regulatory changes associated with construction activities on or near the right of way.
  • Support all the activities of the Operating Practices department related to the competence of staff such as monitoring all RTC staff qualifications to ensure they remain up-to-date; manage a system for re-certification, perform or arrange CROR certification/recertification; as well as ensure that medical certification is up to date.
  • Liaise with Transport Canada (TC) and Railway Association of Canada (RAC) on regulatory compliance requirements (interpretation of rules as written in Canadian Railway Operating Rules) and rules matters such as changes to the existing documentation (for example seeking exemptions to the existing Canadian railway Operating Rules.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Minimum 8 years’ experience - advanced level of experience in area of expertise and/or high-level management experience.
  • CROR qualification (as a locomotive engineer or as a Manager) is required.
