Description:
Reporting to the Associate Director, Ground Operations, this position is responsible for developing and delivering all Aviation Safety and Compliance services including plans, processes, and procedures based upon the customer requirements to monitor and respond to safety and some security activities/events airside and associated roadways daily. This role will provide leadership and oversight of the Aviation Safety Officers (ASO), liaise and coordinate services with external and internal partners and provide an expertise in adequately understanding the ongoing needs of the ASO team to ensure proper equipment, training and support. They will lead, engage and coach a unified, effective and efficient work unit within (Aviation Services) AVS alongside the Manager Operations – AVS team.
As a Manager, Aviation Safety Compliance and Enforcement, you will:
- Develop goals, objectives and other related initiatives that align to the corporate strategic plan
- Develop Operational Response Plans, procedures, SOPs to ensure compliance with Aviation Services Safety and Safety Procedures
- Implement AVS safety plans and SOPs
- Identify key areas of concern for partners and develop plans for oversight
- Ensure Airside Safety and Security Compliance - AVOP compliance/verification, program monitoring, education and enforcement
- Manage SMS and/or SeMS incident response including information gathering, investigating and reporting
- Work closely with Functional Managers and key partners
- Report safety and security events and incidents (proactive and reactive) within the SMS process
- Debrief key incidents and prepare lessons learned
- Ensure quality control of Aviation Safety Officer activities and tasks
- Maintain regulatory compliance qualifications of Aviation Safety Officers in accordance with GTAA and regulatory requirements
- Develop and maintain contract security services relationships (Police, EMS, CBSA, GTAA contracted security services etc.)
- Assist the day of team with oversight and monitoring for RAIC and security escorts and airfield access, monitoring of TP312 compliance, Ground Service Equipment (GSE) staging and parking, FOD, spills, signage and access to emergency equipment on the apron
- Lead the unit’s financial and administration activities to achieve financial goals, including:

- Developing the business plan, timeline and budget to perform financial projects, including forecasting (quarterly and yearly)
- Reviewing all invoices, expense reports, etc. and reporting all accounting discrepancies and recommending corrective actions
- Preparing all monthly and annual finance reports in a timely fashion
- Manager administration of personnel in accordance with corporate polices and CBA
- Manage administration of equipment and infrastructure, including equipment life cycle replacement, scheduling maintenance, equipment records, and infrastructure maintenance and cleanliness
- Provide Airport Operations Safety operational knowledge, ideas, and feedback
- Develop connections with functional managers within the GTAA and with key partners to deliver a positive Aviation Safety program and experience at TPIA
- Manage contract Administration, limited to airside contacts such a towing

This is the role for you, if you have:
- Post-secondary education, preferably in an Aviation Management program and/or 5 years of combined equivalent work experience and education
- Minimum 5 years of experience in aviation or airfield operations
- Minimum 5 years of experience in people management (direct report or cross-functional)
- Demonstrated experience working in a customer centric environment
- Ability to obtain and retain a Transportation Security Clearance at the designated level for the position
