Position Summary

Reporting to the Director of Information Technology Services, the incumbent is responsible for the continual development and improvement of business / academic applications and services through both incremental and innovative technology change. The incumbent is a business-centric individual that successfully executes on a wide range of development projects from larger scale institutional projects to smaller initiatives.

The incumbent continually reviews and leads application development solutions that support the College vision and mission by keeping Loyalist College’s application environment responsive and meeting the functional requirements of staff and students.

In consultation with the Director and the Enterprise Architect, the incumbent will lead application development discussions and implementations that support the College’s progressive application development needs. This will include Agile, DevOps, performance management and multi-year planning requiring the incumbent to keep current on technology trends in the education sector and beyond.

Duties and Responsibilities

Management of Large Development Project Implementations

• From project intake through to approval at IT governance committee with appropriate scope definition and high-level sizing.
• Ongoing program management of all development projects within an Agile framework to ensure sprints and user stories are properly aligned and fitting within approval scope.
• Identification of project drifting away from a successful outcome and implementing mitigation strategies including placing project on hold or recommending cancellation.
• Provides governance reporting and status of projects
  
  Development and Management of Application Development Frameworks
  • Oversight of application development frameworks, standards and initiatives
  • Long-term application development planning
  • Leads reviews of application development progress, including sprint reviews and retrospectives, daily stand-ups, and associated application performance assessments.
  • Full integration of Agile and DevOps into projects
  • Leading the Waterfall vs. Agile vs. Hybrid discussions and actions.
