Manager, Accounting & Finance Operations

 

Description:

As the Manager you provide sound, timely financial management and planning advice, direction, and services to the Early Years branches in all areas of program delivery and administration, including work related to the overall identification, design, planning, implementation, and integration of the Canada-Nova Scotia Canada Wide Early Learning and Child Care Agreement (CWELCCA).

 

 

As the Manager you also provide expert financial advice to other managers, directors, executive directors, and Senior Management of the Department of Education and Early Learning and Child Care on matters related to financial and agreement management for the Early Years branches.

 

 

This position reports to the Project Executive, Affordability.

Primary Accountabilities

 

 

  • Leads program design and development related to operational funding for the childcare sector that will transform current grant funding programs including research, data collection and analysis, consultation, formulation, and implementation of new funding models.
  • Delivers sounds financial management and planning advice, develops financial models, and prepares reports in areas of budgeting, forecasting, and financial modeling as it pertains to program delivery, administration, and federal-provincial agreement management required to support strategic, transformational, operational, and business planning initiatives.
  • Leads expenditure tracking and planning, ensuring adherence to Generally Accepted Accounting Principles, Public Sector Accounting Board (PSAB) and government policies and manages the monthly forecast process for the division, working with senior staff to compile realistic and financially accurate forecasts.
  • Supports compliance reporting and coordinates annual external audits under federal-provincial agreements.
  • Ensures Office of the Auditor General (OAG) and Internal Audit Centre (IAC) recommendations, within the scope of the positions' responsibility, are addressed in a timely and appropriate manner.
  • Supports development of financial information related to report and recommendations as well as Memorandums to Executive Council.
  • Communicates clearly and timely with both internal and external stakeholders.
  • Improves operational effectiveness, efficiency, and internal controls as it relates to financial matters through improved business processes, procedures, and technology.

Qualifications and Experience

 

 

To be successful in this role you possess a relevant undergraduate university degree with a focus in accounting or finance. Your education is accompanied by progressive experience in the above areas, with several years of managerial experience. An acceptable combination of training and experience may be considered. A professional accounting designation is required.
