The Manager, Payroll is responsible for providing leadership and direction to a team of payroll professionals. The incumbent’s primary focus is to efficiently manage the production of weekly, bi-weekly and semi-month payrolls for 2,000+ employees in 7 pay groups in accordance with all collective agreements and legislative requirements nationally. The successful candidate must be a strong communicator with deep knowledge in payroll and benefits as they relate to a diverse unionized environment. The Manager, Payroll will effectively convey technical payroll information and assist in education to a non-technical audience. The Manager, Payroll will be an astute leader with an ability to proactively cultivate and maintain strong working relationships, supervise and coach team members while successfully interacting with various other stakeholders within the organization. 

 

KEY RESPONSIBILITIES

Manages all payroll functions, ensuring payroll services are delivered in an accurate, efficient and compliant manner while meeting deadlines.
Ensures human and fiscal resources within the department are appropriately allocated.
Responsible for the reconciliation of payroll general ledger accounts, payroll system details, third party remittances, and Canada Revenue Agency reports.
Assesses current payroll procedures and then develops and implements and improvement plan to streamline processes and address system deficiencies.
Leads all year-end payroll activities, including pension adjustment calculations, submission of year-end adjustments, finalization and submission of all regulatory filing requirements.
Provides oversight on internal controls, ensures payroll processes are up-to-date and communicates any changes to the team and other departments.
Provides assistance to and works with auditors, Canada Revenue Agency, Workers’ Compensation Board, and other agencies as required.
Facilitates the flow of information between HR and Payroll.
Actively maintains current knowledge of payroll legislation and regulations, union contracts and accounting requirements.
Ensures payroll is compliant with various government and other regulations.
Participates in other initiatives, projects and duties as assigned.
Coordinates all the functional activities associated with the ADP Workforce Now application, including Time, Administration, Human Resources, Payroll and Benefits.
Keeps abreast of technology trends as it relates to Human Resources, Payroll and Time & Scheduling systems.
Understands principles of project management and provides direction over the national time and scheduling system and the integrated HR/Payroll and Benefits system.
Reviews and supports other areas of the HRIS implementation where required
Provides an appropriate level of direction, support, training, and coaching to the payroll team. 
Manages individual and team performance while providing ongoing feedback and identifying staff development needs.
Involved in the recruitment and training of new payroll employees.
Facilitates on-going constructive, open communication between payroll and other divisions of the organization and seeks appropriate resolution on matters of mutual interest and shared responsibility.
Proactively cultivates and maintains strong working relationships within the organization.
Provides assistance to and works with auditors.
Acts as the primary contact for escalated payroll issues.
 

KEY REQUIREMENTS

A minimum of 5 years’ experience in a management/supervisory role with previous progressive experience in a payroll environment.
Proven ability to manage and coach a team working in a fast-paced, complex payroll environment to ensure accuracy, compliance and a team culture of excellence.
Experience working effectively in a highly unionized environment governed by collective agreements.
Experience in multiple payroll platforms required, including ADP Workforce now.
Experience working in multi-province payroll required.
Demonstrated ability to promote staff development through coaching, mentoring and technical and/or interpersonal skills training.
University degree in business, with a preferred major in accounting.
Professional certification as a Certified Payroll Manager (CPM) from the Canadian Payroll Association, or equivalency as demonstrated through training and experience.
Proactive with a strong sense of accountability and ownership.
Strong interpersonal skills including exceptional leadership and team building skills.
Excellent communication skills, both verbal and written.
Proven analytical and problem solving skills with an inquiring mindset.
Proficiency in MS Office Products (i.e. Word, PowerPoint).
Advanced Excel skills.
HR technology experience with ADP Workforce Now and ITR applications an asset.
Understanding of group benefit programs and program administration an asset.
Bilingual (English and French) is an asset.
Demonstrated experience in “getting things done” while remaining diplomatic and collaborative.
