Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Enterprise Commercial Management office is looking for a Manager to join the team. Reporting to the Senior Manager Vendor Management, this position ensures effective contract and commercial management, including leading and providing direction on contract negotiation strategies, soliciting input from senior leadership and their designates, participating in negotiations, reviewing and completing assessments of entitlement for early warnings, claims and disputes, and ensuring appropriate governance and approvals. Also provides input into contracts’ development and analysis, contract changes. The Manager will also lead and provide input for the development and continuous improvement of commercial procedures, processes and guidelines.

What will I be doing?

Support strategic decision-making, complex negotiations, and dispute resolution by reviewing and commenting on contract drafts, conducting research and due diligence, analyzing contracts, transactions, risks, and financial data, and providing advice to management and project teams.
Manage the development and implementation of comprehensive strategies, methodologies, procedures, guidelines, tools and techniques for commercial management excellence. 
Develop and implements strategies and processes to ensure consistency and learning across the organization.
Review and refine corporate documentation. Conduct comprehensive research across corporate files to generate insights, draw connections between various files, and ensure consistency across the organization regarding commercial issues.
Liaise with internal cross-functional departments to ensure commercial alignment on strategic direction (e.g. Sponsor Office, Legal Services, Operations, Capital Projects Group, Procurement, PRESTO, Marketing, HR, Finance and others). 
Complete contractual assessments and develop negotiation strategies, defining parameters that align with strategic and policy objectives.

Identify and document industry best practices and lessons learned in contract administration and commercial management that may impact future projects and contract development. 
Oversee the accurate accounting of commercial risks and ensures risks are appropriately translated into financial, reputational, operational and schedule risks and that mitigation measures are provided in sufficient detail.If required, negotiate variations/change orders, contract amendments and claims.
Develop and refine governance frameworks, including necessary KPIs, to improve efficiency, monitor risks, ensure thorough oversight of files, and strengthen relationships with internal and external stakeholders.
Manage internal and external stakeholders. Manage meetings, record meeting minutes, and handle resulting action items. Requires strong stakeholder management skills.
Identify, monitor, and mitigate relevant risks by developing appropriate mitigation plans and applying an enterprise-wide risk perspective to commercial issues.
Design and implement processes, standards, and procedures to meet the organization’s strategic commercial goals and ensure value for money.
Develop and implement strategies, methodologies, and tools for commercial management excellence and continuous improvement.
Create, distribute, and present briefing notes, memorandums, presentations, and reports, including monthly, quarterly, and executive summaries, as needed.
May be required to directly manage 2 - 4 employees, performing related tasks.
Other duties as assigned.


What Skills and Qualifications Do I Need?

Completion of a degree and / or professional qualifications in engineering, architecture, law, business or a related discipline – or a combination of education, training and experience deemed equivalent.
Demonstrated experience in industry or government, leading negotiations, contract management, governance.
Contract management and negotiation skills to build, deliver, and maintain strategic client relationships.
Leadership skills to motivate a team and set high standards and clear expectations.
Interpersonal and oral/written/presentation skills to build business cases and prepare scope documents, communication plans, and contract documents.
Experience preparing and implementing processes and procedures.
Experience managing or developing claims would be an asset.
Methodical, hands-on, resourceful, and detail-oriented approach to problem-solving and analytical research.
Proven experience managing project files in diverse, multicultural environments, with large numbers of internal and external stakeholders with diverse (and at times competing) interests.
Team player with strong interpersonal and communication skills, passionate about transit projects and complex commercial work.
Strong presentation and influencing skills, crucial for effectively guiding and persuading senior management, colleagues, clients, partners, and contractors.
Advanced negotiation skills and the ability to handle all aspects of contract administration and commercial management issues.
Ability to work in a demanding and rapidly changing environment, with strong prioritization skills.
