Fire Prevention Officer

 

Description:

Under the general direction of the Deputy Chief, shall ensure the provision of Fire Prevention and Inspection Services. Inspects buildings to detect compliance with Codes, By-Laws and Regulations related to fire prevention and enforces same with such authority as may be derived from legislation including The City of Brandon’s Fire Prevention By-Law #7200 and the Manitoba Fire Prevention Act. Responsible to develop and direct the delivery of the Brandon Fire and Emergency Services (BFES) Public Education program. Assists in the implementation of the Department’s rules, regulations, policies and procedures to safely and effectively meet the objectives of the BFES.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Coordinates, directs and participates in the development and implementation of the Fire Prevention and Inspection Service on behalf of the BFES;
  • Attend training sessions/seminars to keep current with fire related codes and fire prevention best practices;
  • Supervises, trains and develops staff of the Fire Prevention Division;
  • Inspects assigned buildings and reviews building plans for fire hazards, efficiency of fire protection equipment and compliance with fire related codes, By-Laws and regulations;
  • Reports on hazardous or non-complying conditions;
  • Identifies and discusses hazardous or non-complying conditions with appropriate persons, interprets relevant provisions and recommends corrective actions or appropriate fire prevention actions;
  • Conduct fire code compliance re-inspections to ensure that corrective actions have been taken in cases where violations have been found;
  • Maintains records and issues detailed written reports and takes whatever corrective measures necessary to achieve compliance;
  • Manages the human resources under his/her command;
  • Responsible for identifying and resolving operational problems as they relate to the Fire Prevention Division and/or staff assignments;
  • Performs employee evaluations as required;
  • Ensures that subordinate staff in his/her charge meet the required dress conduct and discipline standards;
  • Participates in after emergency critiques as required;
  • Liaises with a variety of internal and external contacts on matters relating to all facets of fire prevention work;
  • Trains and advises other Department personnel in fire prevention and inspection techniques in cooperation with the Training Officer, as directed;
  • Recommend changes when necessary to applicable fire prevention codes and local fire prevention or fire prevention related by-laws;
  • When required attends Officer meetings when requested and contributes to the development of Department Policy, methods, rules, personnel utilization and equipment purchases;
  • Adheres to and enforces all orders issued by senior management;
  • Participates with Senior Management and Shift Officers in communicating Policies and other information to the staff;
  • Assists in the investigation of suspicious fires in the City of Brandon as directed by Chief;
  • Performs extraordinary duties outside of regular scope during state of emergency;
  • Performs other related duties as assigned or required.
