Description:

This position would work alongside a small team of experts (property, social services, and legal) that would be able to work with Divisions to ensure that they are meeting all the technical requirements of their submissions to CMHC. It would also be responsible and would work alongside property, legal, social services, and divisions to ensure that we are negotiating a result that is beneficial to each division and to the territory as a whole.

KEY RESPONSIBILITIES:

Professional Practice:

  • Manage the relationship with CMHC for the Territory.
  • Assist in the development of the Territory’s criteria for projects being presented for funding.
  • Review proposals to determine eligibility for CMHC funding based on anticipated outcomes, including technical requirements.
  • Work with the Divisions to provide overarching Salvation Army information that is required for CMHC funding applications.
  • Along with THQ knowledge experts, support Divisions in the preparation of their applications.
  • Work with CMHC to develop the Portfolio approach and negotiate which projects will be eligible for funding.
  • Facilitate fulfilment of CMHC’s property-related expectations for the portfolio, in general, ensuring that assessment and reporting conditions of the loan agreements are met (e.g., feasibility studies, site assessments, accessibility reports, energy modelling, quantity surveyor work).
  • Facilitate fulfillment of CMHC’s finance-related expectations for the portfolio, ensuring that banking and security processes are created to meet conditions of the loan agreements.
  • Advise TSA on the housing development process (including concept development, design, approvals, partnerships, financing, construction, project management).
  • Advise TSA on:
  • any changes to policies, procedures and practices that would support fulfillment of project goals and objectives (e.g., centralized processes).
  • additional opportunities for innovation, repair, renewal, investment in affordable (support-based) housing solutions to meet the varied needs of vulnerable Canadians.
  • strategical dispersing of the projects over the multi-year life cycle to ensure efficiency and maximize the funding opportunity.
  • effective navigation of the local, provincial, and federal housing policy contexts, including alignment with local housing & homelessness strategies and community planning initiatives in consultation with Social Mission.
  • Assist Divisions and Development teams in securing co-investment funds from other levels of government/funding partners.
  • Consult with individual Building Committees on portfolio expectations (including advice to project teams applying to CMHC directly for Co-Investment funds for new developments, outside the renovation and repair portfolio) and on housing development matters in general (e.g., design, construction, and financing), as needed.
  • Help THQ Property Project Coordinators shape the portfolio projects toward long-term mission objectives, CMHC targets, and innovative housing solutions.
  • Manage project and portfolio timelines.
  • Perform other duties as assigned
