Description:

  • Lead and manage all financial matters as CFO and Treasurer of the Corporation
  • Provide strategic leadership, direction and supervision of the Finance and Human Resources Directors
  • Lead and be accountable for overall business management, performance management and resource planning for Finance and HR
  • Contribute to establishing, managing, updating and reporting the business plan and budget for Finance and HR
  • Provide leadership and support for strategic human resources planning as input into the Corporate Plans and the Operations Business Plans
  • Lead the HR strategy focused on building a high performance culture ensuring all HR initiatives are aligned with the strategic objectives of the organization
  • Collaborate in leading the developing of, and ensuring the appropriate national level training and development and, employee and leadership development
  • Lead overall succession management program
  • Lead the HR direction for overall talent management and engagement strategies
  • Provide strategic advice to the Senior Management Group on financial and human resources management risks
  • Provide sound, strategic advice to the CEO and the Board of Directors on financial management issues and manage business financial risks
  • Support and apply corporate policies on physical and information security
  • Contribute to identifying, measuring and benchmarking operational and corporate performance indicators
  • Contribute to overseeing, identifying and managing corporate risks as a member of the Executive Management Group and in accordance with the DCC’s risk management framework
  • Act as a leader in the areas of individual, professional and corporate ethics, promote DCC’s image and values, and create a work environment that fosters quality, creativity, open communication, respect and innovation
  • Promote corporate initiatives across the organization
  • Ensure completion of all required reporting, on behalf of the Corporation, that includes, but is not limited to: Treasury Board, the Auditor General of Canada, Heritage Canada, Public Services and Procurement Canada, the Receiver General for Canada and the Official Languages Commissioner
  • Ensure compliance with corporate standards and legislation and Government of Canada guidelines
  • Establish and oversee corporate financial management, administration and human resources policies, processes, procedures, systems and practices
  • Establish and implement a process for corporate budgeting, purchasing, payment administration, variance analysis, performance measurement and reporting, pricing and billing
  • Establish and implement a system of audit and reporting on practices and compliance with policies and procedures for the Corporation
  • Under the direction of the Audit Committee, collaboratively manage and administer (together with the Director, Governance & Legal Affairs, and Corporate Secretary) the Corporation’s internal audit contract(s)
  • Manage the Corporation’s lease arrangements for head office and NCR space and oversee leases for all regional offices
  • Manage contract payment system, including interface with the Department of National Defence, Communications Security Establishment Canada, Public Services and Procurement Canada, Shared Services Canada and other Client–Partners
  • Establish and maintain strong working relationships within DCC and with industry, Client-Partners and/or stakeholders

  • Be involved with and act as a leader on internal and industry committees
